Review of the Community Based Rehabilitation Indicator Project in Palestine

The community-based rehabilitation programs (CBRPs) in Palestine have been operating since 1990. An impact assessment carried out in 2000 – 2001 concluded that existing indicators in the program were not adequate for measuring impact on individual, family/household and local community levels. In 2003 – 2004 a new, extended set of indicators was developed involving many CBR workers, coordinators and managers in the program. The new indicators were implemented from 2005. Based on interviews with CBR staff and managers, this report reviews experiences with the new indicators after 2 – 3 years of implementation. The report states that improving the technical quality of the questionnaire, extending the questionnaire to cover the whole range of CBRP activities and objectives, development of a manual for the understanding and use of the indicators, and provision of training on the use of the indicators and the manual, all had contributed to the quality of CBRP. A number of suggestions for changes and additional indicators were however discussed during the interviews. It is recommended that CBRP scrutinises the suggested changes with regards to formulations and procedures in order to improve the indicators further.
