Public tendered maritime passenger services. Opportunities and barriers for zero-emission operation.

This report documents a discussion of opportunities and barriers to the implementation of zero emission solutions for vessels operating public tendered passenger services in Norway. The discussion builds on information gathered from document and data analysis, project partner consultations, and stakeholder interviews: • Document study of relevant material from online publications, project web sites, organisations' and industry web sites, on national ambitions and potential, regulations and incentives relevant for tenders for zero-emission maritime passenger services. • Analyses of information from Enova on grants awarded within the transport domain, and particularly in areas and applications relevant for maritime passenger transport. • Analysis of recent calls for tender for public maritime passenger services, for an overview of to what degree and how environmental criteria have been specified and weighted in the calls. • Structured stakeholder interviews with representatives of procurers responsible for calls for tender for public maritime passenger services, and operators of such services.
