The project addresses strategic and operational decision-making and the exploration of data-driven tools and models to support this.
Collaboration between public and private organizations
Maritime preparedness requires effective collaboration between a wide range of public and private organizations. This applies not only to the actual handling of incidents but also to the preparatory work required to ensure adequate resources are in place and well-coordinated.
In the project, we distinguish between emergency preparedness related to:
- maritime accidents
- search and rescue
- acute pollution and
- terror and sabotage
The project partners are actors responsible for key tasks related to one or more of these functions.
Coordinate and calibrate decisions
The project deals with long- and medium-term planning processes that are important for the prepared emergency preparedness capability. The distribution of responsibilities and tasks represents a challenge for the organizations when it comes to balancing different areas of responsibility and goals in connection with long- and medium-term planning. In connection with such decisions, it is also challenging to coordinate and calibrate decisions with other organizations that are part of the various emergency preparedness functions.
Activate and locate resources
In connection with operational planning, it is challenging for some actors to activate and locate resources to optimize the emergency preparedness capability in the best possible way. It is similarly challenging in the long-term strategic planning processes, e.g. when choosing the type of equipment in connection with major procurement processes.
Better coordination between the actors
In the project, we will explore possible forms of collaboration and technologies that can contribute to better coordination between the actors in connection with planning processes, including possible technologies for decision support. The research objectives call for involvement of researchers for different academic disciplines, including social sciences (sociology, public administration, organizational psychology), innovation management, safety engineering, marine engineering, computer science and mathematics.
