Abstract
Carbon Dioxide Removal (CDR) can play an important complementary role by removing CO₂ from the atmosphere and addressing residual emissions, thereby
supporting long-term climate neutrality. In contrast, Solar Radiation Management (SRM) does not address the root cause of climate change and raises significant
technical, ethical, and governance concerns. While CDR may contribute to achieving climate goals, deep cuts in fossil emissions must remain the top priority. This report
outlines key CDR and SRM approaches, including their potential benefits and limitations, and emphasizes the importance of transparent monitoring of both emission reductions and removals.
