ELCOM-90 is an efficient tool for data communication between control centres as well as for communication between substations and control centres. ELCOM has become a "de facto" standard that is in use in many countries worldwide. The number of installations is approaching 400. The solution forms the basis for a standard from International Electrotechnical Commission (IEC). ELCBAS intend to be the ELCOM-90 User Element. In the electric utility industry a number of control centres provide the supervisory control of a complicated inter operation between energy producers, energy transporters and energy buyers in a multination wide energy production and distribution system. This inter operation requires a network for efficient data acquisition and interchange of time critical information. ELCOM-90 has proved to be an efficient tool for this purposes and are in use for data communication between control centres as well as for communication between substation and control center all over the world. ELCBAS is the reference version of an ELCOM-90 User Element.

ELCOM became an efficient product due to a successful cooperation between utilities, vendors and SINTEF Energy Research in close connection with international organizations as CIGRE and IEC. ELCOM was introduced at a time when international exchange of energy was increasing. The long-term traditions on energy interchange within and between the Nordic countries provided a valuable background when defining system requirements. The accomplishment of the ELCOM projects on development of specifications and software is from a teamwork of several partners coordinated by SINTEF Energy Research. We have been acting as sub-contractor on additional services on a number of projects worldwide. Today we do that in cooperation with Powel AS who is also a vendor of the system. SINTEF Energy Research is on behalf of the owners responsible for the maintenance of a reference version of the ELCOM/ELCBAS software. The software is available on several UNIX, LINUX and Windows versions.

SINTEF Energy Research is also responsible for the maintenance and updating of the ELCOM/ELCBAS specifications and documentation. This documentation is open and available for vendors and the electric industry throughout the world. You can download the documentation from here, it's free of charge.
