Monitoring of operational and organizational safety barriers

Abstract

The Petroleum Safety Authority Norway has stressed the need to manage and monitor operational and organizational barrier elements. Personnel should understand what barriers have been established and which function they are intended to fulfil, and performance requirements should be defined in respect of the con-crete technical, operational or organizational barrier elements necessary for the individual barrier to be ef-fective. Furthermore, PSA encourages the industry to ensure a better understanding of the interaction be-tween operational, organizational and technical barrier elements. The focus of barrier management has tra-ditionally been on technical barriers or the technical parts of barriers. This paper describes an approach for identification and monitoring of operational and organizational barriers. The approach was developed for a Norwegian oil company implementing barrier management on an offshore facility.
