Abstract
Serbian government is, with donor support from the Norwegian Ministry of Foreign Affairs, implement-ing a project for supporting the development of industrial clusters. This report summarizes the process and findings of a monitoring and evaluation exercise for the activities of the project in 2007. At the level of individual cluster initiatives supported by the project, it traces their development over time and looks in particular at five drivers of cluster development: their financial base, communication and network de-velopment, innovation and research/development, human resources and training/education, and market-ing, export and internationalization. At the level of project management the report concentrates on organ-izational questions, including how the donor support is channelled.
