Abstract
The Smart Readiness Indicator (SRI) was introduced as part of the latest revision of the Energy Performance of Buildings Directive (EPBD) 2024 and will gradually become a key element in European building performance policy, including future implementation in Norway. This paper reviews European experiences with SRI to identify practical tools, cost-benefit approaches, and governance practices that can support its adoption in Norway. The findings highlight that digital tool for SRI assessment, methods for linking smart-ready upgrades to life-cycle costs, and strategies for stakeholder engagement through training and standardized audits are lacking. For Norway, integrating SRI assessment with cost-ranked renovation scenarios and tailoring parameters to national building characteristics can offer a practical pathway to accelerate uptake and improve renovation decision-making.
