Assessment and analysis of user-controlled personal assistance

SINTEF provides cost estimates, projections, and a socio-economic analysis that form a solid basis for the future design of the user-controlled personal assistance (UCPA) scheme.

The user-controlled personal assistance (BPA) scheme faces significant challenges related to growth, geographical variation, and long-term sustainability. The Ministry of Health and Care Services has appointed an expert committee to assess the future design of the scheme. SINTEF has been commissioned to analyse costs, drivers of growth, future developments, and socio-economic impacts of UCPA, as well as the implications of alternative models and forms of organisation.

SINTEF combines analysis of official statistics with qualitative insights from municipalities and private providers to deliver a comprehensive and robust evidence base.
