Based on the expertise SINTEF possesses the mental health field and the financing models in general, KS has asked SINTEF to assist with an evaluation of the models that have been proposed. KS has asked us to consider the consequences the different models can have for:
- Goals for mental health and drugs (required development of the services)
- The patients
- The municipalities
- The specialist health services
In the first part of the report, we have provided a description of the situation of mental health and drug abuse, we have worked with development of capacity and use of resources, both within the municipalities and within the specialist health services. The second part of the report takes a closer look at the proposed funding and we have rated these according to the mission.
