The appointment was done by the Norwegian Ministry of Transport and Communications. The European Union has been notified of this appointment and registered SINTEF as Notified Body #1278. The notification was originally restricted to the certification modules (procedures) for the command-control and signalling subsystem; but was on the 6th of February 2007 extended to cover all modules for all subsystems of both the interoperability directives. The notification was again updated in 2010 to cover the Directive 2008/57/EC interoperability directive, being common to high-speed and conventional rail, replacing the two previous directives.
As a Notified Body, SINTEF's competence and impartiality is controlled by the Norwegian Railway Authority (Statens jernbanetilsyn, SJT). SINTEF has over the years performed a large number of NoBo certification projects, both on-board and trackside, with respect to the TSIs "Control, Command and Signalling" (CCS), "Safety in Railway Tunnels" (SRT) and "Persons with Reduced Mobility" (PRM).
As a Notified Body, SINTEF is actively participating in the work of the NB-Rail Coordination and Association groups, both on the Plenary and on the subgroup (ERTMS) levels, together with other NoBos as well as the European Railway Agency (ERA).
