Abstract
In response to the request from the Parliament (Stortinget), the Norwegian Environmental Agency (Miljødirektoratet) proposed 3 July a regulation to reduce the greenhouse gas emissions from offshore vessels working on the Norwegian Continental Shelf. It shall also stimulate development of zero emission technology.
The regulation addresses the operator and sets requirements to reduce the GHG intensity of the energy. The GHG intensity is measured across a fleet of vessels working for the operator. The regulation has a borrowing/sharing clause where one operator’s underperformance can be balanced by another operator’s overperformance.
The regulation is building on the European Union’s FuelEU Maritime regulation. It penalizes some fuels and awards others.
