How can the snow crab fishery contribute to local value creation and sustainable development? Snow crab is a relatively new and growing resource in the Barents Sea, with significant potential for local value creation in Finnmark. In 2025, the snow crab fishery became regulated, marking an important transition from an open-access “race fishery” to a quota-based management system. This makes 2025 a unique starting point for analysing how regulations, fleet structure, and delivery patterns function in practice.
Snow Crab Facts is a preparatory project funded through the FORREGION programme. It aims to develop a knowledge base that can be used directly in dialogue between industry stakeholders and public authorities. The project will document the status of the snow crab fishery after the first regulated year, map local economic ripple effects in Finnmark, and analyse how different regulatory models influence local value creation.
A key focus of the project is the importance of live delivery for local industry and value creation. Although only part of the quota is currently allocated to live delivery, experiences from 2025 and early 2026 indicate that there is real potential for increased local processing—provided that the regulatory framework is supportive. At the same time, the current management regime is still evolving, and authorities have called for a stronger evidence base to inform further adjustments.
The project is carried out by SINTEF Nord AS in collaboration with the Båtsfjord Fisheries Group of the Chamber of Commerce, the Cod Cluster Association, and other industry stakeholders in Finnmark. The empirical basis combines analysis of historical sources and existing statistics with interviews with fishers, industry actors, and other relevant stakeholders. The results from this preparatory project will be disseminated through reports, seminars, and dialogue meetings, and will provide a foundation for further R&D and policy development.
The overall goal is to support a snow crab fishery that contributes to local value creation, year-round employment, and resilient coastal communities in Finnmark.
