Cities as a Test Bed for Climate Neutrality: Implementing CCS in Waste-to-Energy for a Net-Zero City

The largest sources of emissions in Trondheim municipality today are road traffic, energy production in waste handling, and building and construction.

Engaged citizens and business actors can help accelerate emission cuts, and in this project we are working to strengthen citizen involvement. Mini-democracies and citizen meetings will promote dialogue and acceptance of extensive climate measures.

We are building on carbon capture and storage (WtE-CCS) at the waste incineration plant at Heimdal. This is a necessary measure to achieve net-zero emissions.

Project activities

  • Develop a viable business model for WtE-CCS. This involves a complex public-private partnership, with 70 municipalities and industry delivering residual waste to the plant.
  • Develop cost-effective solutions for transport and logistics of captured carbon from the WtE plant
  • Increase knowledge and awareness of CCS and the need for rapid climate action across all emission areas, both within the municipality (administratively and politically), and among citizens, industry and business
  • Secure societal and political acceptance for implementing WtE-CCS as part of the city's climate strategy
  • Develop a roadmap for including CCS and carbon removal in European cities' climate action plans, including principles for a fair business model
