Safety impacts of internationalisation in the Norwegian railway sector

This paper presents results from an interview study concerning internationalisation in the Norwegian rail-way sector. We asked 11 persons from different train operators, the infrastructure administrator and the reg-ulatory authorities about (1) their appraisal of the effects of internationalisation on railway safety in Nor-way, and (2) how actors in the Norwegian railway sector can collaborate to avert negative effects of interna-tionalisation on railway safety and enhance possible positive effects. The interviewees raised concerns re-lated to international regulation, the capacity of infrastructure, increased competition, quality of training, and knowledge sharing between companies. Internationalisation processes lead to different concerns in dif-ferent transport sectors. The sectors also differ with respect to the resources available to promote safety in the face of internationalisation.
