A3: Socio-economic problem formulation

At this planning stage, the following questions must be answered:

  1. What is the current situation regarding the energy supply in the area?
  2. Which types of energy carriers and technologies are used?
  3. What are the predictions for the evolution of energy demand in the future? -possibly investigating the historic development of local energy planning in the community?
  4. Where to draw system’s boundaries?
  5. What are the long-term objectives for local energy supply. Do all individual decision-makers agree on these objectives?
