A1: Study Motivation - Problem formulation - Stakeholders and stakes

This planning step should reveal the situation of the energy supply in the region. The following questions must be answered:

  1. What are the most urgent energy problems in the community?
  2. Is there a need for integrated planning?
  3. Who are the decision makers and stakeholders involved in local planning? What are their responsibilities and relationships?

Other important questions can also be added, if needed. The puprose is to collect facts about the energy generation, use, energy techologies available or the impacts of the energy supply system on the environment and society.
