SNR approval
A new voluntary arrangement for smoke detectors which verify that SNR-registered products have the continuous quality control and follow-up assumed in current product standard EN 14604:2005.
The arrangement assume that SINTEF NBL as a Norwegian notified body and with the qualifications and access to necessary information, can assess available documents as regards contents and authenticity. We wish to establish direct contact to manufacturer and coadjutant European techical controlling body such that the verification can be based on immediate information concerning the intentions in EN 14604:2005 are respected and ensured.
We presuppose that serious manufacturers want to support such an arrangement. A serious manufacturer do not wish to hide his documentation. On the contrary a company will strengthen its position towards competitors that choose to sell their products cheaper by copying and pretending a quality control that imitate the European product standard.
Norwegian (nordic) importers and distributors which feel that safety equipment should have the anticipated reliability and quality have expressed their wish to secure the control.
This arrangement will also play an important part to buyers and users of smoke detectors. A smoke detector with a SNR mark will have a known distributor which can assist the user in case of problems as opposed to an unknown, often foreign supplier.
Another important part of the arrangement is that the registration will be available to anybody on the internet. Lists confirming that the smoke detector of interest is what it claim to be, will be published on our web site. Such quality assured information may be comprehensive and useful to all parties.
The arrangement may also include confirmation of that Norwegian requirements and regulations are met. This comprise:
- mandatory membership in an authorized company for waste handling of EE- waste
- environmental fee for imported EE products to fund the waste handling
- regulations from Norwegian Radiation Protection Authority conserning radioactive source in ionic smoke detectors
- national regulations from Norwegian Post and Telecommunications Authority for use with wireless transmission between smoke detector units and/or a central processor (in addition to Radio and telecommunications terminal equipment (R&TTE-directive))
- requirements in the EMC-directive (Electromagnetic Compatibility) in connection with interference with radio waves
- requirements concerning legibility and utilitarian value of the enclosed fitting- and user instructions and the fact that it should be in Norwegian
A smoke detector acceptance from SINTEF NBL will also serve Nordic interests to strengthen the effect of a requisite marked control. No serious business wish for a marked swamped with low quality goods and confusion among the users about how to make sure that the safety equipment has the imposed reliability that the authorities have determined. A case consideration delimited of EN 14604 may be one solution, but also national directions and regulations may constitute a part of the labelling and registration by applying which special requirements apply for a particular country with regard to the smoke detector.
