Norway, as a member of EEA, must adjust to the new harmonized system for attestation of conformity of construction products according to the Construction Products Directive (CPD). Earlier the documentation requirements for several construction products related just to fire properties while the CPD may require documentation of all essential properties. The requirements are summarized in harmonized technical specification, either a product standard prepared by CEN, or guidelines for ETA, European Technical Approvals,  prepared by EOTA. The technical specifications are completed continuously, and manufacturers of construction products have to act accordingly. From the specification is published until the specification replaces today's requirements, it takes in principle 21 months. This may vary some from one product to another.

SINTEF NBL is appointed as a notified body under the CPD by Norwegian authorities, and is given permission to issue attestation of confirmity for construction products that satisfies the requirements given in the technical specifications.

SINTEF NBL will offer so-called "One-stop-shopping" to those who wish us to obtain documentation of all required properties. This means that SINTEF NBL, having consulted the client and defined what properties to attest, can organize the collection of necessary documents to issue Attestation of Conformity (AOC). Examples to illustrate this is a visit to the production plant to inspect the quality system, selecting specimens for testing or assessment of existing results. All this will vary depending on which level of AOC is decribed in the product standard.

In some cases the product may already hold satisfactory documentation of some of the properties, for instance results from testing, or it may be sufficient with a declaration  from the manufacturer. The client must consider what are more suitable; to collect the documentation themselves or to hand it over to SINTEF NBL.

The Construction Products Directive (CPD) make demands to basically all building products concerning documentation before marketing. It is the National Office of Building Technology and Administration (BE) that supervise the system.
The introduction of the harmonized system within EEA member states will happen gradually as the harmonized technical specifications will be published and become effective.
SINTEF NBL will keep posted by participation in several European groups, and will also continuously consider expanding the range of products where attestation of conformity can be offered.
