The project consistëd of 5 different phases where Phase 1 formed the basis for the subsequent phases. Phase 2 analysed the impact of deregulation and Phase 3 the impacts of new communication structure that facilitates continuous contact with the consumers. Phase 4 consisted of four pilot studies investigating different energy efficiency actions, while Phase 5 designed policy options based on the former phases.
